You stretch with a power stretcher and position with a knee kicker. The residential installation standard makes a power stretcher mandatory.[1]
The two tools look like they do the same thing, but they have different jobs.

Unless the carpet maker says otherwise, stretch tufted carpet with synthetic backing at least 1% in length and in width. Patterned carpet may need more to match the pattern.[1] Check the maker's instructions first.
It's tempting to kick a small room tight, but a knee kicker isn't built for it.
