Stairs are the one place a floating floor can't float. Manufacturers require full adhesion,[1][2] and the nosing needs both adhesive and mechanical fastening. Adding flooring also changes riser heights, which is a code issue as well as a trip hazard.
Flooring on the landing and the stairs changes the height of the first and last risers. The residential code limits how much risers can vary. The model code limits are below (IRC R311.7.5.1 risers, R311.7.5.2 treads, R311.7.5.3 nosings):[3]
Measure the top and bottom risers with the new flooring included. States amend these numbers; North Carolina's residential code, for example, allows a taller riser and a shallower tread than the model IRC. Check the code your jurisdiction has adopted.
The nosing type depends on the flooring and how the stair is built. Start with the nosings the flooring maker sells for that line.

Stair callbacks usually come from a loose nose or a floating install.
